The program was founded by the United States Senator J. William Fulbright in 1946 and is considered to be one of the most widely recognized and prestigious scholarships in the world.

(Senator J. William Fulbright was a prominent and gifted American statesman of the 20th century. His political career of over thirty years in the U.S. Congress was distinguished by his unequaled contribution to international affairs and marked by his tenure as the longest-serving chairman of the Senate Foreign Relations Committee. He had a profound influence on America’s foreign policy, and his vision for mutual understanding shaped the extraordinary exchange program bearing his name.)

Senator J. William Fulbright introduced legislation in 1945 to use the money from the sale of surplus US government war property to fund international exchange between the US and other nations. With the critical juncture of the post-World War II aftermath and the compelling need for the United Nations to be established, the Fulbright Program was an attempt to promote peace and understanding via educational exchange.

The bill proposed forgoing foreign debts accumulated during the war in exchange for sponsoring an international educational program. It was because he believed that this program would be an important tool for promoting peace and mutual understanding among individuals, institutions, and future leaders, wherever they may be.

In August 1946, Congress established the Fulbright Program, which grew to become the world’s biggest educational exchange program.

The Mutual Educational and Cultural Exchange Act of 1961, often known as the Fulbright-Hays Act, expanded the program. It enabled participation in international commercial and industrial fairs, as well as translations, support for American studies programs, grants to promote medical, scientific, cultural, and educational research and development, and current foreign language training.
